I agree traffic is king with content being the queen. But traffic has nothing to do with pr or the pr you will receive. I get tons of traffic from sites that do not even have pr5, nevertheless it brings submissions. Like any other directory out there I would love to be pr 8 or whatever, but as long as people keep submitting to the directory at the pr it is I really see no need to boost pr higher except for the purpose of bragging rights. I will of course keep looking for places where I can find the buyers and that is where the focus should be anyway.

PR4 seem to be the first magic number for a directory, before that it is tough to get many paid submissions. At PR5 you are well on your way, so getting a high PR is an investment for directory owners. Working on promotion and keywords for traffic is equally as important but the PR should come first.

There is no better option for getting high PR at cheap rates from directories..

It costs around $10 - $50/year or permanent... comes out to <$5/month

I was actually in the process of the experiment in the last 3 months from PR0 to PR4 without paying anything. I got about 30 backlinks for free, but the experiment was a failure. Unfortunately the pages my backlinks were on didn't keep PR. It was just a little finding where I could get 20ish PR3 and PR4 links.

It's very possible if you can find such resources. (it wasn't spam either ;))

As far as I can tell, there's no cheap way to get high rankings. You spend a lot of time, or you spend a lot of money, or you spend a bit of both. I don't consider spending time instead of money to be a particularly cheap way.
