    im learning to code right now but i need something like this untill i do

    I don´t think there´s a program that will generate a full code for a site. There are many generators that will provide a css for a text field or a button. But if you packed with money you can hire a coder who does your css.

    I don't think there are any WYSISYG editors that do a totally nice CSS site. Your options would be a web designer or a service like PSD Chopstick (if you already start with Photoshop.)

    You could try Microsoft Visual Web Developer though if you're desperate. I think it does some CSS stuff.
