It's difficult to know the real Pagerank from the Toolbar, but the Yahoo page you mentioned above is PR N/A and is several folders deep (so less link juice from the stronger pages higher up towards the root). Perhaps instead you should consider this page on BOTW - it has a toolbar Pagerank of 5 and will only cost you $75 for the year.
With $300 you can hire someone to build you dozens of high quality links that will do wonders in SERPs. Yahoo directory listing is great but as far as I know (if something changed in the meantime I'm not aware of it) the entrance fee is payed only to get your site manually reviewed. In other words, there's no guarantee that they'll list you. You can pay $300 to get a crappy duplicate content site reviewed and why the hell should they include it in their directory? It's simple logic, because they get so many review requests, a fee must be payed because it wouldn't be practical to review every one of them manually and then charge for the ones you've accepted. So only if you're positive that there's not a single reason why yahoo wouldn't accept you in their directory, and can afford the fee, go for it. If you're not sure, better forget about it and use that money to hire someone and build dozens of high quality links.
For certain sites a listing on Yahoo Directory can make a real difference, especially if that site is ecommerce related. I've had much benefit from listing my ecommerce sites with Yahoo and have made my money back tenfold. Yahoo is an authority and will give an authority link to your site. Don't focus on the pagerank, focus on how quality the site is that you're getting a link. But there is a point, the further deep your link gets listed, the less 'juice' flows to it. Shoot for a higher page or, as I'm guessing, your $300 could be spent better elsewhere.
Yahoo directory is good for local sites and for ecommerce sites, but for generic sites I am not sure if it gives you a good ROI.
I have heard mixed reviews about the yahoo directory link. I have heard some people that the one link from Yahoo alone got them to the top of the search engines for their targeted keyword I have also heard people who wasted their money there and got no real value, benefit or return from it what so ever. I am minded to agree with the majority of comments here and suggest you get targeted better links elsewhere with your $300. The recommendation to look at BOTW as well was not a bad one, and is a suggestion I would second!
I personally wouldn't do that either. I build my own links. However I would spend some on article marketing, adding more relevant content and purchasing few permanent sidebar links with my desired anchor text on relevant sites with PR3 and above. 5-6 of those and you'll see how your ranking position improves gradually as they get indexed. You can nail multiple factors with those 5-6 links. Starting from link juice, to relevancy/trust and anchor.
yahoo directory, overpriced and most likely a waste of time unless you have a large budget in which case go for it, but don't think it will change anything by itself.
I would give it a huge NO. I saw no traffic or definite benefit from it. It's a link and it may help with giving the site a "trusted" quality for Google, but....not worth it.
only submit to yahoo directory when you tried everything else and you need a little extra edge to beat your competition. yahoo directory link itself will not rank you high, it will rank you higher once you do the rest. i would submit to yahoo directory if i'm in a competitive niche and can't beat my competition no matter what else i do. in this type of situation, yahoo directory will help a lot as it is an authority backlink

A link from the Yahoo Dir is certainly worth it for big companies if budget doesn't matter much, but you can invest those $300 in better and more effective methods.
