Is the new MSN PPC program for US publishers only?

    I have tried to sign up but failed and heard that this is only for USA publishers. Anyone can sign up if you are not US resident?

    Google is smart than MSN, google can detect from where visitor coming and like what advertising will be displayed for the visitor I am sure about that. So google never seen who has owner the websites, google only need from where the visitor coming. Google Smart than other SE. Like yahoo up to now they YPN only for US publisher why because they are not smart like Google :) how about MSN, let's see in the next..

    But i have created a MSN Account for India only. Please see the attachment. But when I check the ads, i am not able to see my ads on msn india..what to do ...i did anything wrong??

    Is this is for the uploading feaature you use from your desktop, Ive had it for 2 months now and I live in Australia.
    A wonderful tool as well, especially if you have Speed PPC.
