Yes. But they are having other issues so you may not be seeing the results of that update but old data instead.

Not really sure to be honest with you. All anyone can say for sure is that Google is showing old data and newer sites are suffering for it.

I can't give you an exact date because I don't know exactly what Google is doing but from the conversations I've seen at several forums it seems that sites launched this year are the most affected.
