Traffic rank is not effected by directories, only plays minor role in pr if that is the page u submit to is indexed by google and does not have no - follow tag.
u look at the page ur looking at and view the source besides the link if it says rel="nofollow" it means its nofollow. example for test : http://en.wikipedia.org/wiki/Google Look on the bottom at external links page title="http://googleblog.blogspot.com/" rel="nofollow">Official Google Blog</a>
Simple it just provides u with backlink for your preferred anchor text. Now search on how backlinks help with seo. Cheers

Yes and no both it depends if the directory you have link on is good web site that would for sure help in getting some traffic and many people may not agree to it but it also helps in getting good ranking in google search
Directories can still help to improved your keyword ranking. Those are still one-way backlink. But in terms of traffic, I think that also depends on how much daily traffic of that directory.
