The reason is simple. SEO process needs the site to be user friendly and informative to all domain of people. Since the loading time of the sites may vary from region to region people keep away from viewing these kind of sites.

Load speed is currently not a factor, but matt cutts had hinted that it will be an important factor very soon.
I think Google would use this factor for ranking but would not weight so much. After all, the page loading speed is not totally under the site owners' control as we all known.
yeah! A few months back I saw an article saying that speed of the site will matter in the future in your ranking of google SERP. You will have to do a little bit of research on it! I think it does. Although, many sites already do load fast. But a few tweaks will help your site perform better.
Speed is important for the user, not positions in the SERPs. You can rank high in the SERPs, but if your Bounce Rate is high, then it's counter productive. Google is well aware of many things that are not in a webmnaster's control, such as the inability to Gzip files on a shared server, or the fact that we cannot minimize DNS lookups that are as a result if AdSense and Analytics JS codes. Speed up your sites to the best of your ability for the user.

I think the main reason Google introduced this was to have their bots work faster indexing sites. Specially as the number of websites is getting huge over time, google expenses are getting higher too indexing them. This new rule would certainly encourage people make faster loading websites.
It doesn't affect on SEO. Don't be confused. If your page load fast, your visitor will stay longer, if it is slow, they will leave. It is simple
I think it would effect only if your site takes a lot while to load. Insignificant time difference would not make any difference. If your site is anyway taking ages to load, not only serp or PR, you would already be loosing a lot many potential customers! Regards, RightMan
