Is shared revenue an "incentive"?

    I've come across a few websites that share ad revenue with its users; Digital Point being one of them. I've noticed that in terms of service, programs such as adsense do not allow "incentive" programs. Would sharing the ad revenue with users be considered an "incentive" program? I mean Digital Point makes an incentive for users to make threads because they receive adsense revenue.

    I am sure DP is playing by the rules. They been doing it for years now; no problem so far.

    Like to hear opinions if its considered incentives; because I myself is offering revenue sharing on my forum.

    I don't think that it's considered incentive because if it was DP would have been banned long time ago
