It does work but keep in mind that you need to be patient. Its not going to happen overnight. It start with good keyword research, good unique content and good backlinks.

-Get more educated and learn the basics of Pr and Relevance.
-Test Test Test
-Have Multiple Strategies for the same keyword.
-Dont depend on 1 domain to rank the specific keyword.
-Use Satellite Sites around your main site.
-Web2.0s Are Still Strong enough and safe enough to diverse your anchor text but not for your keyword anchor!

Definitely, SEO is working now a days, But now only quality works matters. If you're working with low quality sites than it will harm your website. And if you are working with the better quality sites than it will give you better results.
