The Basics are always the same BUT, it is depend on the sites, contnent and most importantly Keywords...

So as for start, Choose good keywords to your site.
On site - Make sure to have a unique content with your keywords in it! (No ore than 4-5 %)
Use H1, H2 Etc... Tags
Make sure to have a meta description (No more than 50 words)
Make sure to have a meta Keywords.

Off site - Create backlinks But on HIGH Pages Rank ...
Create Articles with your keywords (Again not to much) These article needs to be submited with your site links so no more than 200-300 words...

REMEMBER DO NOT SPAM!

just repeat it for 3-4 months...

Well, SEO still works the problem is now they have lesser number of options because Google is cutting out all the spamming portion "Previously this is what several SEO companies are doing" but now after Google Royal Rumble with they are tend to cut down all the spamming activities and do every thing in the correct manner !!
