Erm both really its a type of marketing but technical knowlage is essential to be able to do SEO at a good level as you will have to get involved with the coding side of things HTML is essential and really server side languages are also important for any coding changes to improve the site for search engines, you could of course advise work to be done by the website developers which would save having to know the technical side of things but then you wont be able to make as much money doing your SEO work as you will be constanly having to ask the web developers to sort things for you.
SEO is both if done properly, you need Google Candy, which is unique content. The unique content attracts visitors to your webpage.

I think SEO is nothing more than knowing how important search engines are and also having some information about how search engines and the users of search engines "work", surely when it comes to the question that "how search engines work?", then the answers would be more technical, while it is also important to know "how users work?", and you can find the answers for this question in the realm of marketing, usability, psychology, etc.
