Not really...I found a guy on scriptlance.com to do an SEO project for me for $200. Took about 2-3 months with decent results. Im ranking on page 2-5 for various keywords in Google. However, he created 500 backlinks (VERY manual process unless you have software) Wrote 3 articles and submitted them to about 100 article sites. Posted on about 20 social networking sites. Did a press release.
I will say it depends on your luck sometime since it is hard to get a good SEO freelancer, most of the are just "link builder"
you just need to exercise your due diligence it hiring a freelancer. there are plenty of good service providers out there but there are some crooks there at the same time. even after all these years, i still get screwed once in a while outsourcing on an occasional basis. one advice i would give you, dont look for the cheapest service out there as that would be a big mistake. service providers who provide valuable service that will actually benefit you will charge for their services and you cannot compare their services with newcomers and spammers/scammers. hire someone with good reputation and good reviews. even if you have to pay a little more, you are comfortable knowing that you are hiring someone with good reviews and reputation will will deliver what promised.
Be careful. There are not only crooks out there, but complete maladroits who will raise Google's flags and possibly get you in trouble.

i think on freelance sites there are only few seo freelancer who know how to do there work right i think forums is the best place to find good seo freelancers.
