Is "Search engine optimization" forum actually moderated?

Hi im not frequent on many other parts of the forum apart from the SEO forums so i dont know about other parts but theres something thats becoming really annoying in SEO threads.

Most of the new threads get almost instantly ruined by members running up their post counts. i have no problem with that as long as they provide genuine answers, but most of the time its the same dozen of nicknames that fill the thread with posts with no value at all. You get 1 or 2 genuine answers to your question and then 10 more copies of these with one or two words changed every time.
Especially our friends from India love doing it. Im wondering if theres a 101 SEO ebook by some indian seo guru suggesting them to post in every thread lol

So my question is are these people still getting their infractions? most of the nicknames are very easy to spot as they are in almost every thread. Or the SEO part is not being moderated? i remember people were getting infractions for almost every single post with no value about a year ago...
