Yes, definitely. Before filling out the stylesheet, I draw boxes and work out most of the dimensions. It's a huge waste of time to change them later on.
You will absolutely save time wit hhaving the structure clrear and the widths and dimensions thought out. You should look at the 960gs css framework, it will help you with the structure and the dimensions. Once you learn how to use it a little bit, its a huge timesaver.
