I was about to sign up to Qondio in order to help my SEO strategy but saw a review calling it a scam. Does anyone have any information about this site, especially in relation to its SEO value?

Yes, sign up. First of all, the lifetime registration fee is only five bucks. I signed up because A) I liked the name and B) I needed a site with great image support C) I needed a place to promote my sites, book and various projects.
I wrote a review on Hub Pages that can help you decide hub/Qondio_Advice
It's true you can submit articles to a multitude of free sites. I write for HubPages, but I find their system to be very restrictive.
It's very difficult to get backlinks on HubPages because you have to maintain minimum HubScore and Author Score, which is not easy to do. Also, if you add links, your articles get flagged as "Commercial," "Overly Promotional" or Substandard.
What people don't understand, is that on Qondio you pay $5 for a brand, not just a place to submit articles. Notice how most notable companies have a good name, for example: Bukisa, Google, Yahoo, Qondio, etc.
When people see your article in search results they are more likely to click on it if it has a catchy, serious or enticing name. For example: I cannot bring myself to take Squidoo seriously, because all I see/ hear in the name is "Squid."
I invite you to check this out My username is VCLUB on Qondio and on Hub Pages
Visit my articles, and see how nice the images and external links look. I cannot even add one link to my HubPages article (as mentioned above) to my Qondio profile without HP imposing the maximum ad-level on my article. Most links on HubPages are no-follow anyway, so I don't know why it's such a big deal.
Most sites, like Bukisa, have no real image support. Many article directories have generic names which are forgettable e.g. XYZArticles, 800Articles, Associated Content.
Qondio has good page rank, trust rank, gives you a cool profile page, and URL's are the same as the title. I have included a "New Intel Checklist" in my article, which should help you tremendously in getting started.
If you sign up, look me up, and I will follow you. Also, the people on Qondio are very friendly, much more so than on HubPages. Sign up with Qondio while the rates are still low. They will have to raise them eventually because they give you 100% of all advertising revenues.
Qondio will need to come up with a model to generate income for itself. I'm guessing this will come in the form of higher sign up fees.
