Is PR 4 the new PR 0?

    Well I've been seeing many sites that have PR4 now too, But if its the new PR0 then every site should have a PR4 lol. So I doubt it, I admit that it is getting easier to rank higher now but maybe people are just working hard :)

    in some case i even notice that the page has PR lets say 3 or 4 and its not indexed.. Now wht might be the reason for this?
