    "Best" is subjective. Variables include your budget, your plans, your audience etc.

    Many people do not have a good grasp of PPC such as google adwords, and thus end up counter-productive in their campaigns.

    PPC is one of the best ways . There are some other cheaper ways too. As social bookmarking, Social networks ( like Facebook and Twitter), article writing and submission.
