it is absolutely legal. to add, i can say, the thing which works is legal. it is useful only for blogs
It is just telling about the existence of the website to number of search engines. There nothing illegal in doing this. And of course, it is very good for Website promotion also.
Perfectly ok, but it only helps you with getting sites/content indexed, it won't get it ranked...that's what you need links for.
