Do you mean your account got limited and the funds frozen for 180 days ? If so, that is to allow your customers to request for disputes for the suspicious transactions.

What Paypal does with the online balances is their issue ? There is nothing anywhere which states that you need to maintain a balance at Paypal if you do not want to do so.

We could always maintain a Zero Dollar Balance and just link our credit cards/bank accounts to Paypal and the funds would only be withdrawn when we make purchases. Otherwise it would maintain a $0 balance.

If you referring to the Money Market Investment then you have a choice not to participate it in if you do not want to.

I really don't understand what you are saying. Do you have an example ?

Your PayPal Reserve is a fund that may be set aside by PayPal to cover potential chargebacks or future complaints from buyers. While your PayPal reserve fund belongs to you, the funds are not avaliable for a set period of time. The amount is determined based on PayPal's credit underwriting criteria. Their fear is that there will be a chargeback and the funds to cover the reversal will be gone...

Sorry, I misread the issue about the reserves. It seems like Paypal would levy the reserve on your account based on the risk factor of your prior transactions. I would assume the risk involved would be determined by the number of disputes and chargebacks you experienced in the past. I don't see that a bad thing, at least they still allow you to use your paypal account rather than to just part ways with you like what others may have done. When the risk factor drops, the lower the reserves would be.
