I don't know if it's really the best (i think the fees are a bit to high) but since it's the most used one, i would go for it

For receiving money yes its the best one but it may turn into night mare any time for the sellers, they protect the buyers mostly even the bad one
It depends on who you ask. Ask the the thousands of people who say PP froze their accounts and the answer it no. I've seen this sort of thing cause small businesses to go out of business. Make sure you transfer funds from your PayPal account to your bank account as much as possible (daily). DON'T LEAVE LOTS OF MONEY IN THERE! You are at risk. I personally have had no problems with them for over 10 years. In fact, once my PP account was hacked and someone bought $2000 of computer gear. However, since I don't leave much money in there, most of the fraudulent purchase actually came out of my linked bank account. They investigated and gave me a full refund 10 days later... But I still keep one eye on them while I sleep. You may also want to look into alertpay and moneybookers.
Well, it may not be the best and could always be better, but it could also depend on how much money you are sending and receiving and how well you know who it is you are dealing with too, but like above stated, I would not leave much money in there, as they can be a pain, so I take most if not all out regularly, especially if what you are selling is, how should I say it, on the edge, so to speak, know what I mean?
For now, Paypal works the best for me. I never encounter any problem so far, plus their customer supports are very attentive to their customer. I easily get response whenever I asked questions.

PayPal is good, but you have to know everything about PayPal or you will get scammed by someone who can manipulate the system better. Don't even think about selling virtual goods until you've read my FAQ!
