It seems that many of those who have debit cards and credit cards issued by banks in India are having difficult time making payments via PayPal while they try to make use of their cards. Just the indian debit cards aren't accepted online, credit cards are fine. It's not a paypal issue but the regulation of our country.
I have been using paypal for more than 2 years and it has worked perfectly fine for me..in fact, I find them very reliable..They do not accept our debit cards (Indian)..but they do accept our credit cards and am using that only..but if you are not able to apply even with your credit card ( I mean verify your account), you can contact their customer care via telephone or even via mail..they reply pretty quickly..good luck!
