Is ON-SITE the First Thing Google Looks at? In other words, can a Site Rank without..

    Sorry for the confusing title.

    What I am wondering is this:

    If site A has tons of backlinks (more than the competitions at rank #1) with the anchor text relating to CAT FOOD, can it ever rank higher than site B which is optimized ON-SITE for cat food, even if site A does not have mention of CAT FOOD anywhere on the page??

    I hope I made that clear.

    The search engines care more about off site factors these days. A while back you could rank well just by putting the keywords in the right places with the right densities. Now links count for more than anything. If you have enough quality links, you can easily outrank a site that only has good onsite seo.
