Is noindexed pages provided backlink juice?

I doubt that if i have backlinks from a noindex in Google SE but other SE may indexed that page. Does Google count those links as a backlink juice?

 

Google doesn't count pages that aren't in their index but appear in other search engines.

for google not to follow the link on a page, the following robot tag needs to be added

<meta name="ROBOTS" content="NOINDEX,NOFOLLOW">

if it only shows noindex, then google will not index the page but will follow the links meaning link juice for you
