When you can accurately define what Optimized means in search context then I guess you'll have a better answer.

That's good . if your website speed is better than before ..thats good but you cant say that is optimized ...if you site come under top 10 in any specific keyword...then you can say...:) got my point

It seems ok, theres not much you can change right off the bat. I would try playing around with the settings and see if some of your speed increases.

I would look into some keyword tools, try to find the best keywords at least regarding CSS and HTML. If you could create individual pages for the vb_coding page it might help out pull in more traffic as well. Just add another paragraph or two that contain good smart keywords.

When you say "Is my website Optimized??", are you referring to page speed only, or overall SEO? Without knowing, it's impossible to give you a specific answer.

As far as speed goes, your site loads extremely fast for me.

looking to the onpage i found some mistakes: You have given:
    <h1>&nbsp;</h1>
    <h3>&nbsp;</h3>
These heading are not going to help. Try to add your keywords in those headings.

Your url are having spaces instead of -. Its good practise to use - between the words you have in your url instead of leaving blank space.

Content written on Link Exhange does not match with the title of your site. Replace this with content about photoshop or templates.

<meta name="description" content="Free web designing tutorials, we teach you web designing and give free templates etc" />
You can improve your meta description like:
<meta name="description" content="Free web designing tutorials &amp; HTML courses; learn website designing, PHP &amp; Photoshop courses for free. Download free CSS templates and PHP Scripts." />
