Is my site dead or not working?

Please guys help me to solve this issue. I'm running a site and some people said that it is dead. Some people said that it works fine (In my computer also it works fine). I hosted it in blogger and what is the problem with my site?

It doesn't work when I try to access from my local IP but works when I try a proxy.

The problem is with ISP of that people who have troubles with accessing your website, I know some ways to solve this issue if you need it

If I'm right and the problem is with ISP there are two ways of solving: using anonymous proxy, but its unstable, slow and unsecured. Or you can use VPN connection which is secure, stable and really fast. I use services from change-mon-ip.com and they are satisfy all my needs, you can try them for 3 days and tell me how it work
