    is there a withdrawl fee? my friend says that you have to pay %5 of your money everytime you pull your money out of the paypal

    It depends. Like if we indians withdraw more than 7000 INR from our indian verified paypal account then there is no any fee applicable but if we withdraw less than 7000 INR then they charge Rs. 50 INR as fee.
