lachy I am not sure about it, but no government would like leak information about their governments posted and especially discussed in public , but as far as I follow up, if u have a server located outside Australia, the chances for legal issues are very minimal

Yeah ok, I'm not going to be attacking Australia its just going to be like the above top secret or any other conspiracy forum. I will be hosting in the USA I live in Australia, I don't think moving my host will help much though if something was to happen.

They have a special satellite for people like you. It sends a beam down that gives you a heart attack.

This is a top 5 myth among webmasters. The location of your server offers no protection. You have to follow the laws of the country that your butt is sitting in front of the computer in.

If the account holder name and account details are different than the one residing in their country, the chances of getting legal calls is very minimal. You can very well run a website on your friend's name who's residing away. I give this info based on some legal advise I heard few years ago to some one I knew about from a lawyer.

Its legal, why would it be illegal?

You haven't even explained what type of conspiracy content there will be.

It is highly unlikely that a lawyer advised to put an account in the name of a friend in another country to get around the law in one's own country.

Well there is a link there if you would like to look at what I have posted so far. I'm looking to make a website like ATS.

    This would include
Possible speculation about the government and its projects that are not for public eyes.

I would not normaly ask but Australia is bringing in crazy laws about the internet soon (I'm against them) so I must cover all bases

Recently freedom of speech is more of a theoretical concept than a right.
