Under US law it is legal, just watch your discussions on terrorism as some talk on that can be borderline illegal
It is legal but not very wise. Chances are that many search engines will ban the site and most places will forbid advertising. It would be hard to promote. If you are looking for making money, there are better ways. If you are looking to start something as an extension of your views, than it is legal. However, if it becomes too active and the free speech becomes hate speech, you will most likely make it on watch lists and could face legal problems from events that are inspired from the forum. The other problems could be hosting providers could delete your account so you would be forced to have your own server. I would not touch it with a thousand foot pole but that is just my opinion.
I think it is illegal in Germany, they have specific laws on the holocaust. But I think for USA it should be. But your provider will be faced with a lot of pressure to shut you down even if it is your server. Your PMs and emails may be flooded with hate mails.
Free speech has its limit. When free speech turns into haters who plan violence, that is no longer protected by free speech. If something happens that is hatched with in your forum, you could be held liable. Some of the groups resort to violence to get their point across, and this will be a great haven for these people to meet up. I have no idea who free speech hosting is but most hosting providers will close you down if put under pressure. Like I said, if it is something that you want for your own personal views, go for it. However, you are not entering it blind and you know very well what could happen.
Even if it's legal, it doesn't look like something alot of people would join. The rules are terrible.

Yes we have the freedom of speech act here. Example in the United States say you wanted to hold a speech somewhere without proper warning! Well all you gotta do in the great ol' U.S.A is get yourself a flag and hold it up high cause as long as you have a flag handy your allowed to hold any free speech ceremony you want without warning as long as you got your trusty flag displayed properly
I am sure a lot will join but they won't be the most pleasant of posters. I can imagine ^$##&^## whatever coming out. It would be a nightmare to stop the virtual fights every single second.

Should we even give these views web space? Freedom of speech comes with an obligation to self censor, and another obligation not to utilize the privilege of free speech to offend others. The argument that it is fine to spout filth, due to the existance of free speech is the recourse of the very people, who if they were given the power to make laws would remove this privilege.
There is no freedom of speech in the UK. In general you can have a forum to discuss extreme right wing politics however you need to ensure that the topics remain on "politics" and do not descend into something that may be considered inciting race hate. Most neo-nazi's are not the most educated of people (more scarily are those that are) and so policing a forum so that it remains on discussing "facts" and doesnt descend into rubbish is going to be next to impossible.
Last year a Canadian poster (Jessica Beaumont) on a US nazi/skinhead forum was successfully sued in Canada and ordered to pay a $4500 fine for 'hate speech'.
