Is it possible to convert a site that I designed into a Joomla, Wordpress, or other theme?

    http://www.thirdcoastdev.com/3cdp/

I would like to have this design, but the usability of a joomla or wordpress engine.

If not, do you have any other suggestions?
We do have have the expertise to consistently upload our new press releases or project listings and don't wish to hire a contractor each time.

    Thanks.

Go look at the Templates at Joomla Shack. Much better.

    These are all free... http://www.joomlashack.com/free-joomla-templates

But I'd use one of their Premium Templates. Your existing design is okay, but the guys a Joomla Shack really know their stuff and they know SEO. Why reinvent the wheel?

Yes it is possible to make your site with Joomla. The template will look exactly the same, it is the content that will be handled differently. As you said, you will be able to do it yourself.

Yes this site is converted into the joomla. I am a Joola Expert working from last 3 Years in Joomla CMS. For your site we just need to covert your template to JoomlaTemplate. If it is required i will convert this theme into joomla and then you will manage your website as a CMS
