Is my AdWords working?

I recently started up an AdWord campaign, it has been 48 hours and I still have no impressions. I set my budget to only $30/MO and the health meter says my ad is active. I also had to ask for a special request for my ad because it had the work "smoking" in it.

Am I not seeing impressions because my budget is so low?
Or is it because of my request?

    Thanks

The request may have not been accepted. You'll need to check your ads again and possibly use alternatives to the word smoking.

I was thinking something like that, but I would have thought they would inform me of that.
I will wait a few more days, if there are no impressions I will look into it

your request to use the word smoking may have not been approved yet.

or you may be bidding too low to get any impressions

Yeah that is what I am thinking it is now, AdWords automatically sets the bidding on keywords with the budget you set, I think that is for the started only though. Could be wrong.
