Is LinkExchange still work after panda?

As we know that backlink is the most important part in term of SEO. Not just a linkback, webmasters are also required to build high quality linkback. Before the pandas, we used to exchange links with a friend (link-exchange).

    The question is:
    1. Is this still an effective way?
    2. Does your/our friend still want to be invited to exchange links? (because there is concern the SE do not like this way)

I think link exchanges will not work now a days after panda. The best way is to build one way links ..:)

Backlinks are still a viable way for you to build up your SERP and perhaps PR from high quality backlinks. Exchanging too many links or having a link exchange page is against Google TOS so I don't recommend it. One way backlinks are your best bet!

Reciprocal link exchange has no impact on the link building. Because Google is thinking that those type of link building has been made by some mutual agreements, those are not natural.

Three way link exchange is better option rather than reciprocal exchange.

Every statement out of Google that I recall regarding reciprocal links is more an acknowledgement of this limitation in how far Google can go in penalizing attempts at gaming their algorithm via reciprocal link schemes than it is an encouragement to go out and trade links.

Stop trying to game the system and just make a good quality site with useful information that people will actually want to link to, then you won't have to try and milk backlinks through these shady schemes.

I agree, nicely said. Trust me, Google WILL rank your website high if you have good content that people actually want to read. Don't copy content from other websites, make sure your content is unique and passes Copyscape (you can check if your articles pass copyscape, it costs 5 cents per check). But, if you write it yourself, there's no need to even check... so you can save that money. Learn about writing good copyrighted articles, and watch your rankings soar. However, if you do want to do one way link building, you can do it manually by actually going to blogs relevant to your website's content and engaging in useful conversations. Blasting blogs with comments usually ends up getting the comment removed and you barely earn any backlinks.

Reciprocal link exchange has no impact on the link building.
