My associate says that I should have a resources page on my site where I swap links with other people. Is this advised? Does it help? -- Also, i iknow BUYING links is dangerous. but what about paying a few bucks to be included in directories? Are these directories good or no different than fee directories?
I think link swapping is OK, if you do it right. Do it with visitors in mind, not just the search engines. I would not buy directory links, except from possibly Yahoo directory.
It depends entirely on the type of Web site. If you're running a fan or educational site, then having such a page would be entirely reasonable. However, if your site was a corporate site or an ecommerce store, then it would be inappropriate to use one.

Recip linking still works, we use it on our sites and our clients sites. However, as has been noted, don't do recip links with anyone, make sure they are somewhat targeted to what your site is about (ie. a site about acne could link to a site about prom dresses because they are both aimed at teenagers). I suggest you concentrate on getting one way links rather than reciprocal links. Secondly, Google don't like paid links. You can get back links for free. For example, via article submission.
