    All blog comments are not equal it all depends on whether the blog is nofollow
    or dofollow. If the blog is dofollow then the link will count as a vote.

    The reason of posting comments on high PR blogs is because high PR blogs are more frequently crawled and easily to be indexed... If you put a link there, then your link will be easily crawled and indexed too.
