Many site owners are surviving on link building so its not dead but link building should be 1 way, not 2 way but you can also use linkwheel.
I don't think link exchange is dead. At least a good link exchange work will do favor for each other's website traffic.
The system has been flogged to death and abused by spammers to such an extent it is now redundant. You might get a short term results but why go to all the hassle to place links you are going to have to replace sooner rather than later.
I see link exchange being used more for traffic trades , rather than the old exchange of link juice..
Links are counted as vote. If you stop link exchange, You can not ranked your sites in search engine.So do link exchange with PR sites with low OBL.

to me i still use link exchage to reduse time. But it help or not . ask Google webmaster tool . if have there mean good . dont have mean bad . to me is like this

I don't agree with that. The net used to be about people sharing and communicating. And people have always followed good links, still follow useful links. Should it not be more about trust?
I tried reciprocal linking but was warned off very quickly. Directories are lists of links. And no matter how carefully the owner is there is a 50/50 chance of linking out to one of the bad ones. Would you link to a site that is linked into a bad neighbourhood? It's easy to make make mistakes and it takes a long time to fix.
Even in its heyday link exchanges was not very popular, since the increase in traffic was gradual, but the effort for getting that was substantial. But, if the links that you get are from sites that have a similar topic to yours, then you stand a chance.
