Because it has many incoming links. Shouldnt you know that Mr. "Search engine optimization (SEO) Expert and Online marketing professional" Also to answer your question. I think a link from that PR7 is very much useless in PR terms considering it has 10000 outgoing links so the PR passing to your website is going to be like PR1-2 if your lucky.
I can't believe its a PR7. It's almost impossible for your ad to be clicked now since over 685,000 pixels were sold. Even the big spots aren't going to give you that much help. Genius Idea though...
It was about 3 months ago, it would have gotten you a lot of traffic, not anymore, just consider it a donation.
If it's NOT a PR7 (which seems to be true) I'd not waste my time in posting and my money in getting a single backlinks with $100
Consider it a donation in a piece of history, moreover it's a small little advertisement for the next 5 years.

Doesnt take some 'expert' to realize that. Although thats not true about not passing "ANY" some pagerank will get passed and have been passed before.
It wont pass PR because it is not an actual link - just view source. I had a client who did spend around $1000 - he received roughly 4000 uniques.

I would advise against purchasing that link for $100 only because there are so many outbounds already. It's not industry-specific and the PR is very deluted.
