Is it worth to change permalink structure to one level deep compared to 3 or 4 levels

    Dear Friends,

We already have an established website for almost 4 years now using below type of permalink structure for landing pages like:
    www.website.com/country/city/service_location.aspx

I am trying to propose to use One Level landing page as below:
    www.website.com/country_city_service_location.aspx

My reason to do this is:
To increase page rank flow to all internal pages direct from main page.
To increase landing page strength by reducing levels to reach particular selling page.

    Problem is:
Our size of website is about 50k internal pages and it is a huge project considering number of direct 301 redirects, risk of losing ranking temporarily until Google catches up with all 301 redirects and ranking updates. It may take couple of months to see the changes.

In your opinion, do you think it is worth to change current permalink structure?

Is this going to benefit me in anyway possible to increase current ranking in SERP especially Google.

All your opinion is deeply appreciated!

    Thanks,
