Is it worth me disputing a payment?

    Hi here guys, I hired a SEO "expert" from this forum around 4 weeks ago, we agreed that I would pay $60 upfront then the remaining sum upon completion of his work. So after confirming all the details I sent the payment through paypal of $60 for his services. He said he would send me weekly reports and sure enough after the first week no weekly report. So I send him a polite pm asking for a weekly report. He sends one back saying hes got it and I will receive it today. 1 Week later still no weekly report and the 2nd weekly report hasn't been received. I send him another pm informing him that i would like to see the 2 weekly reports. I receive a pm back 3 days later saying he has had a family problem and that he would send me over the report that same day. The next morning still no report so I send him a final pm basically saying 'I understand your situation and if you like you can refund my initial $60 and i will find someone else' He pms me back agreeing this and says he will send a refund that day. 1 Week later still no refund and I am getting a little frustrated. I have pmed him 3 times over the past 6 days threatening to get paypal involved but he has read the pms and still not responded. I have got, Screenshots of all the pms, I have download all the pms in XML | CSV | Text format, I have done a video screen capture of me going through all my inbox opening up the pms and his response's. My question is, is it worth me disputing the payment or should I just let it go? What fees will i have to pay to dsipute the payment and could it end up in court?

    Non-tangling item. Most likely you will lost your claims. I did this before and I lost $400.
    But if you claims that you did not authorized the payments, it is likely you will win.

    um just do a claim i did it w/ a bnc host that setup my account never activated it i tried contacting them etc but they wouldn't reply back so i did a claim w/ paypal took about a week they left it go unanswered lol :D and they refunded me anyway

    paypal will refund your money ! and its free just let them know or even call them
