Also, do you ask them for examples of sites they did SEO on and how do you measure the success of it? What timelines is standard/acceptable to begin ROI? What is the likelihood that I can do my own bit of SEO research and replicate or even produce better SEO results than an "expert" would.

Do some research. I subcontracted some services to a clients site last year to so called experts and ended up with a one month penalty. If they won't show you their track record, or sites they have worked on, or are making you promises then I would be inclined to walk the other way. Quality results cost. Why don't you pay commission on results. If you have a site that sells shoes for example....why don't you say...we sell 100 shoes a day...if you increase our search engine ranking thus our traffic we will make more sales...so everything over 100 sales/day you will get x% of the sale.
