If there are 500 paid links on that page you are buying, doesn't that mean you will be paying $199 a year for a PR5 link divided by 500? 1/500th of the PR juice potential.
I think you need to consider two factors one is will it drive quality traffic(not just traffic) to your site and would reckon you to read google webmaster blog they say it doesn't matter if your site is being linked on PR 5 or PR 10 as long as your site is refered by a relevant site it is good enough for google to know that your site is alive.
It does provide SEO value, trust and authority (some PR too), but it doesn't mean you should pay just for that. If you're really serious about the project you run, there's no question whether you should get included or not. It's a big plus for your business.
