I would say go into webhosting , because Ukraine's laws allow warez I believe to a certain extent. DMCA does not apply there as well, so you can open your own webhosting company and make loads of cash.

However, the political climate is not that great in this region, and if you get scammed, the authorities will do nothing to help you. You could do some more research into the country's laws, and set up some "offshore" hosting there if they allow things like warez, etc. Thats probably the only thing I can think of.
Ukraine's is an unstable, corrupt, underdeveloped economy. It is a highly risky investment environment, and without strong local knowledge and connections you will lose your shirt.
