Google never did give much importance to reciprocal links and it has been this way for some time now. Reciprocal linking is open and susceptible to spamming and therefore does not carry much weight. One linking still has got some advantage if the links are thematic. "Don't participate in link schemes designed to increase your site's ranking or PageRank. In particular, avoid links to web spammers or "bad neighborhoods" on the web, as your own ranking may be affected adversely by those links."

limited reciprocal linking will not hurt any site. Most of the sites today do have other links to sites.
Recirocal linking with tightly contextually relevant sites does work vey well but they have be very relevant. If you build a reciprocal links page to other sites that are closely related, google will vaolue this pae because it adds value to the site as a whole but relevancy is the key.
Although reciprocal linking is looked down on by all SEs, it is a good source for "low quality links that are placed on PR0 pages". Or as SEO experts have told me: "Worthless links...".
