Not at all. However more CTR could mean that more ads are clicked and those ads could be high paying. However its just a probability, So its all relative.
i also have this false belief before.. a personally send an email to adsense team to ask it, and they quickly answered me with a very good explanation

YES, CTR affects ECPM ! been experimenting a lot lately, ecpm drops badly if the CTR is low, ecpm is decent only if the ctr is good, else, here is a stat of my proof yesterday ctr 2, ecpm 2, 0.89$ today ctr 8, ecpm 14, 10.5$ both page impressions are around 500
This is a fallacy - some of my sites with lower CTR have higher paying clicks, even in the same niche. Some of my sites with double digit CTR have very low payout per click. Payout per click is relative only to the competition for your keywords in Adwords.
