There is absolutely no credible concrete evidence supporting this claim. At least none I have seen.

 

normally it should ,get your site higher in ranks if you do directory submission ,and also you should notice traffic increase ,it may not be a lot,but some.

As far as I know (experienced) it does not improve your traffic. But if you buy featured spots on high traffic directories then it surely drives traffic to your site.
