I think amazon only ban accounts that doesnt follow their TOS and just like my adsense. so not able to earn or have not used it will not get you banned.. Your account might be deleted though,
I was told by Amazon customer service that your account stays active for 3 years and then after 3 years you start getting a maintenance fee. The customer service representative didn't know if the account was always active.

No, they will not ban you as your seller account will be linked to your personal account unless you set it up separately. Enough people use the same account for both buying and selling that banning sellers that don't have sales within a certain period would literally lead to banning customers as well. Not a good look as they are trying to continue expanding by large double digits each year.

If you are talking about their affiliate program, no it's usually about 6 months of no commission. If you're talking about selling actual products on Amazon, no they never do that.

Amazon Aff program requires 3 sales in 90 days to approve your acc. If you don't have minimum 3 sales in 90 days, Amazon will delete your Aff link (not account) and you need to apply again. Once it is approved you don't have to worry
I did receive an email that my affiliate site was going to be deactivated because I didn't make the 3 sales within 90 days. I believe I need to re-apply. However, how can I tell that my affiliate links are no longer working? Logging into my Amazon Associates account, I don't see any notifications. My tracking ID though on my website ends with "xxx-20", while in my Amazon account it says my tracking ID is "xxx0c-20". Not sure if this is an indication that it is not active? Aside from making a purchase, is there a quick way to determine my affiliate links are working or not before I go through the process of re-applying?? Thanks!
