    It depends on a few things

    1. How many links you currently get per month
    2. Did you do something noticeable that would justify that many links e.g. Successful Press Release, Product Launch, Merger, Business Review from very popular sites etc. etc..
    3. If 1 is a lot less and 2 is not true, and all of the links will be indexed in that month, yes it may be bad.

    If you're doing a directory submission - it is not bad. Directories approve links at different times and the pages that your links are on in directories are rarely indexed. The pages that are indexed take quite a bit of time to get re crawled. Not to mention that you won't get all 1,000 links anyway; So the possibility of 1,000 link directory submissions telling Google that you just got 1,000 new links is 0.
