Is it sometimes ok to copy and paste from somebody else's blog and cite source at end

I normally don't copy and paste from people's blog but is it against the ToS to do this?

 

it is called duplicate content and in most cases it won't harm you ,however u will be penalized in search results

 

n/m I've decided not to use duplicate content.

If it is creative commons then its okay. if full copyright is retained then its illegit.
