    Yes,it`s safe,but you have to:
    1.Add a legit payment method.
    2.In Prepay,fund your account with at least 20$,so the bing support will know that you are legit and not some scammer who will use only free vouchers without spending money.

    You can approach for Bing ads promotional code (coupon) without any hesitation. To receive a coupon, you just need to sign up and they will provide you promotional code. Once you have a coupon, you need to add a primary payment method. You need to select Postpay method to get advantage of coupon. You cannot redeem your coupon if you have set a prepay account and pay by check, bank transfer, or other offline payment method. Once you add coupon successfully,it will take up to 10 minutes to appear on the account details page and you have 90 days to spend.
