well PR depends upon the no. and the quality of sites linking to your website and if u change the content so it is very much possible that those sites remove your links from their site which can possibly drop your PR.

Domain transfer will not affect the PR of your domain. Content change will

Depends where you buy the site/domain from. If it is an expiring domain and you buy it, the PR will be removed in almost all of the cases.
If you buy it from someone, in most of the cases people add links from their own sites to the one they are selling. When the site is sold they will remove the links, so.. a PR drop can be expected.
This is one of the reasons why I do not suggest to buy a domain only for PR.

yup you can buy a PR site if you are in a hurry but I would always advice you to build your own site build some interesting and helpful quality content and then look for building high quality links by link development methods.

According to me this would give you much better results rather than buying a domain.

Domain transfering will not affect the Page rank. page rank will down only when peoples removed the URL of your site from his/ her sites. Many times peoples links a domains with many high pr sites and then sell it. and after selling they removed the back links.

there are lots of methods that are used for quality link building like directory submission to good (i.e. having good PR/traffic) directories, articles submission, link exchange, forum posting, blog posting, social networking sites, buying text links on good quality sites and a few more are used for quality link building purposes. I used to follow these procedures for my clients and generated a lot of good quality links for them.

Well if link building is done in a good way then you can easily get a PR 4 in 3-6 months and can get PR4+ in the next 3-6 months well it all depends on your skills.

Can drop on transfered (or push) ? From my observation can be yes answer (because i have experience on it) but on mayority case the answer is not (because much domain i push or transfer is not drop). But i notice that case drop PR on transfer or push because the receiver late on developing blog/site use this domain, or change the topix dramatically (say from pocker site to techno site). Or this is maybe some else has the same experience? Most drop PR domain when i use WP to develop domain. But if use Blogger, i notice that never has experience on PR drop. (Are there any realation using transfered domain in WP and Blogger to the PR drop? )

Well, there is nothing like getting a PR very fast coz PR always takes time as Google takes around 3-4 months before each PR update and also quality link building does take some time so it takes a little more time than that in a few cases but I should also tell you that my previous site got a PR 4 rank right after the first PR update.

And as far as getting links is concerned it doesn't matter whether you get links from PR 2 sites or PR 4 sites they all are useful remember that quality of a link doesn't depends upon its PR there are many other things to look out for.

If the content and links will remain the same after the transfer which you get through the backup, I don't think it will loss the page rank at the most.
