Didn't understand you question,what exactly you want to ask? If you got your web site banned for some reason the why you want to do the same mistake again? Just make another site and then apply for adsense, and moreover I don't think google will allow banned site to display their ads.

No they wont if it not sold to someone else . If you have purchased that site and domain name than go and mail adsense about it than may be they can approve it and if you use that banned address again than you will get banned again .
thts quite a new information.. i hav never listened to dis kinda stuff before. y at all people would purchase a banned domain and then go to google and ask for favors .. LOL
