i.e. Paypal would send the money directly from the bank account it is assigned to. Example: You have $10 in paypal but want to send $20.
As I know PayPal doesn't give any credits, so you will not be able to send $20 if you just have $10...
If you have added a credit card to your profile you can, it will take 10 off the card and 10 from your account.

Do you mean a debit card? I started my paypal with my debit card (my bank account). I want to send money but have insufficient funds. Incase paypal rejects the transaction, would there be a fee?
I would believe that if money is taken from your bank account, it would switch to the eCheck mode so it may take several days to clear the payment. I am not sure if it is possible to spilt between balance and bank account but I know it is possible to spilt between balance and credit card as both method are instantaneous. You may want to contact paypal and ask them, they should know their system better than any of us.
Here is what it says under 'Add Funds' in paypal. "You may make payments from your bank account without adding funds to your PayPal balance". "However, if you feel more comfortable knowing that there are funds in your PayPal balance, you may add them now. While waiting for the funds to clear, you may continue using your PayPal account as usual".
What if someone requests money from your account and you have insufficent funds, will Paypal pay directly from the bank account? I know in the past they have paid staright from the bank account to pay subscription payments when there was insufficent funds in paypal account itself.
It will just simply split the amount between your credit card (if you have one) and paypal fund. But I never tried sending payments without adding fund to Paypal from my bank account. Do let us know the outcome.
